Howard was expected by many to be picked inside the top ten picks but fell all the way to 19 where the Tampa Bay Buccaneers took him. John Schmeelk believes that the option of trading up wasn't there for the Giants. By the time Jerry Reese and the Giants war room realized Howard was falling teams ahead of them had no interest in sliding back because of all the great talent that was also sliding back in the draft.
