Recruiting Current Penn State Players

One of the stipulations regarding the NCAA sanctions on Penn State's football program is that any player is allowed to transfer with immediate eligibility at whatever school he decides to attend. Do you think it's wrong or "dirty pool" to recruit current Penn State football players?
