Does New MLBPA Proposal Mean Baseball is Closer?

The MLBPA has officially given the owners a proposal of what they want in order to get baseball started. What does it entail and does it mean we are any closer to games starting? I think baseball is going to happen at some point this year but I think the two sides are too far apart for an agreement to come soon. But when push comes to shove, MLB has to get something done otherwise the repercussions from no baseball will be felt for many years down the road. Hopefully that is not the case and baseball is happening June 30th like the players proposed.
